Clasp of Death is given to you by Zacharius in Act 5 if you are on the Lich mythic path and are on good terms with him. To be on good terms you must have figured out the significance of Nocticula's Midnight Bolts in Act 4, have no lover / have sacrificed your lover, and have killed both of your advisors.
