Complete A Threat to this World, then speak to Yozz back at camp to trigger this errand.
Head to any location to be immediately interrupted by Shamira the Ardent Dream whom you'll have no choice but to fight.
Later, while wandering between the DLC areas, you'll stumble into a wilderness encounter. As you leave the area, Yozz will approach and you'll be given the chance to kill or spare him.
Let him live or finish him off brings more stability, Mutilate Yozz bring chaos.
