Victim's Madness is a Belt in Pathfinder: Wrath of the Righteous. Belts are an armor piece category where the player's characters can equip armor for their waist or torso. Good for 1 hit wonder builds with Vital Strike. Very specifically the Rowdy Rogue that still gets SA off of their class based Vital Strike. Work it tandem with Dreadful Carnage for some nice synergy and spiked DPS with Vital Strike hitting at baseline +40d6 at max lvl rogue. That's honestly a little absurd for so little required.
Can easily work that into any build, especially if you wanna run 1h Dueling Swords with Aldori Fighter, Duelist, or the Prestige Aldori. Fairly certain one them gets one of the required feats for this too.
