Found it in Gwerms Mansion behind that locked door and then behind a hidden door, I managed to dimension door glitch through it. Not sure how to get into there properly.
You, it would have made way more sense for her regular amulet to be this one. I wonder if that was the plan, but they changed it late thinking it was to strong.
