Equilibrium of Chaos is a Quest in Pathfinder: Wrath of the Righteous. Quests can provide unique adventuring experience, as well as powerful gears and treasures. Some quests are time-limited and some can only be completed with certain companions.

It would be a mistake to think that the aeon's justice pertains only to Golarion. The paths of the aeons traverse all the planes of existence. Soon, when she raises her gaze to the sky, the Commander will see not a black canopy dotted with stars, but a map like the one that guides her across Golarion.

Judge those who have broken the laws of the Abyss
- The darkness over the Abyss is strewn with pinpricks of light - the luminescence of souls that have violated the law. The glow is familiar to the aeon and the aeon knows what to do with it. All that remains is to summon the guilty to stand trial, and find a ruler in Alushinyrra who will agree to judge them.
Meet with the reflection of the aeon
- The mirror was left behind in Drezen, but the aeon's spirit is not bound to material objects. Any reflexive surface that allows one to look into the eyes of the aeon can become a window into the depths of the all encompassing essence of the aeons. When one seeks an answer to a question, one must simply ask a reflection marked with the aeon's light.

Another test of the aeon passed. This power is changing the Commander, slowly, subtly, its seeking tendrils spreading through her entire existence. this whole questline makes no sense.
enforcing "the law of chaos"? how is that even a thing? it's a contradiction by definition. Nocticula herself even says so. not in those words, but yeah, she says there is no "law" in the abyss.
somtheir only "crime" is following their own "law"?
but then nocticula says that since there is no law , they are free to do as they please, so what if what they "want" to do is follow their own set of laws?
like mielrah for example, she chooses to follow the nautical laws and you are "supposed" to punish her for that, but she's doing what she wants to do? so does following chaos mean you have to be "random" in everyhting you think and do?
yeah, everything is chaos, but nocticula is clearly not just being random in what she does. none if the demon lords are "random". there is a pecking order in the abyss. the vrocks, nalfeshnees,glabrezu,marilith,balor etc.. have a clear hierarchy. how is that chaos?
it's a complete contradiction of hypocrisy.
i get it that the "true aeon" is really just doing this to test your resolve and see if you're willing to do what "needs to be done", but still. . .
I found the correct "true aeon" answers were the first dialogue option.
The child violates the law of creation and should be executed.
The captain that follows nautical laws in a place where there is none should be punished.
The arena master who wants fair fights should be banished.
The other dialogue options are the merciful option and the cruel option.

If anyone has any good ideas of who to judge, put em here. Here's some I've found or heard about (I hope there are more; because dialog options may lock them out for being summoned.)
1) The Battlebliss steward
2) The skyship pirate hiding out in the Bad Luck Tavern,
3) (I heard) Xarra and Xorges, the mother/son pair looking out over the sea of Ishair (near the Rotten Guttery location) - I locked myself out of judging them earlier in the storyline.

also, i think it's just bad design that one of the people you can "judge" is encountered so early in the act that you can "accidentally" lock yourself out of getting to judge her.
you have to wait so long to meet nocticula. have to go through all of lower city, and middle city, killl tons of demons, fight in arena, kill more demons, help shamira, go through mage tower, so nocticula notices you and then you go through her palace and can finally start judging people.
but you encounter the woman and her son just while walking through lower city and are forced to make a decision without even realizing it has such an impact on you later. it's obvious that there will be consequences, but not so obvious that this is that consequence
